The sea urchin has three main ways it uses its energy for in terms of muscular ability. The first is for its spines, believe it or not, sea urchins move their spines around, they just stop when we look at them. At the base of the spines they have tiny picker claws called Pedicellaria. They serve to collect food for the urchin. The urchin also has tube feet tat act as almost suction cups to pull the urchin along and allow it to actually latch on to things. Urchins don't move too often but the tub feet keep it stationary when feeding.
